Exclusive focus on speeding procurement cycles or pitting constractors against one another will not result in productivity gains. The 4BT approach provides the most efficient and cost-effective JOC Program outcome that deliver mutual benefit to all particpants and stakeholders. That said, the 4BT OpenJOCTM Framework isn’t for everyone. Some owners have constraints not having the leadership and/or management and/or technical capabilities needed to self-manage a JOC Program. In this case, hiring a third party “JOC Consultant”, while costly and providing less overall value to the owner, may be the only possible solution at the current point in time. Using a third-party JOC consultant reduces JOC to more of transactional system, with the primary focus and benefit being speeding the procurement of projects.
Owners need to assess their own “structural readiness” for a collaborative JOC Program. This includes technical capabilities such as building and reviewing detailed line-item construction estimates and behaviors conducive to working with internal and external planning, procurement, and project delivery team members. For example, do your internal teams have strong organization capacity and capabilities including enforcing a standardized phased approach for all projects and work orders? Does your organization have the buy in and commitment of executive leadership. Is there a progressive risk-management philosophy? Is there a budget and project stream with sufficient volume to support a long-term collaborative agreement? Is your team capable of assessing and maintaining the right design-builders with the appropriate capabilities and behaviors? Is your organization capable of building trust and instilling collaborative behaviors (such as problem solving, knowledge sharing, curiosity, and creativity, with its service providers?

CMMC Level 2 Certified
The Cybersecurity Maturity Model Certification (CMMC 2.0) is a program by the Department of Defense (DoD) that aims to enforce the requirements of Federal Acquisition Regulation (FAR) 52.204-21, NIST SP 800-171 and 172, and the Final CMMC Rule. The program has three distinct levels of certification, each with its own set of requirements.
Level 2 Advanced requires organizations to establish policies around each of the CMMC domains and document that their practices implement these policies. CMMC Level 2 introduces 93 new practices aligned with NIST SP 800-171 to the 17 controls in CMMC Level 1. Organizations must undergo triennial third-party assessments for critical national security when working with sensitive, controlled information and an annual self-assessment when dealing with Controlled Unclassified Information (CUI). Plan of Action & Milestones (POA&M) for scheduled upgrades are now permitted.

JOC / IQC Program Development-4BT works with client staff to develop JOC, IQC (indefinite quantity contracts), IDIQ (indefinite delivery/indefinite quantity) programs and other LEAN construction delivery methods. Program development includes reviewing and assessing needs and developing procedures and workflow in consideration of all applicable Federal, State and County laws, regulations and policies and incorporating appropriate safeguards for the prevention of fraud, waste, and abuse.
Procurement Documents-4BT works with client staff members to create a complete set of customized bid and contract documents, including Technical Specifications (where needed), Contractual Terms and Conditions, Forms, and associated packages.

JOC Facilitation Support– 4BT can confirm that a project is an acceptable candidate for the associated program. Establish and create a project file at the inception of a project. Clarify the Scope of Work and obtain project plans and/or data from clients. Recommend appropriate contractors. Conduct a Joint Scope Meeting with client staff, contractor staff and architect or engineer, as applicable. Coordinate and document the Detailed Scope of Work appropriate for the work. Assist with resolving issues when project plans and actual conditions vary. Obtain client approval of the Detailed Scope of Work. Issue a Request for Price Proposal to the contractor. Review the price proposals submitted by contractors. Direct the contractor to revise the price proposal, as necessary. Finalize the work order with the contractor. Obtain and review all submissions by the contractor pertaining to the work order, including schedule, safety plan, submittals, shop drawings, permits, etc. Verify client authorizations, approval, and budget account information. Recommend issuance of the Notice to Proceed to the contractor. Other services related to the overall success of a project/program.
