ESC19/Allied States Cooperative (ASC) maintains a Job Order Contracting Cooperative contract with awarded JOC construction contractors for Job Order Contracting & Facilities Construction Services for the State of Texas ( Note: Government real property owners located Nationally may also be able to participate. Interlocal Agreement, Master Service Interlocal Contract)
Services include the maintenance, repair, alteration, renovation, remediation, or minor construction of a facility when (1) the work is of a recurring nature but the delivery times are indefinite; and (2) indefinite quantities and orders are awarded substantially on the basis of pre-described and pre-priced tasks § 2269.403(a).
The initial base term of the prospective contract is a period of one (1) year with the option to extend another four (4) years annually, not to exceed 60 months in the aggregate. Total annual volume $100,000,000.00/year (est.) Award of this contract will enable ESC Region 19 Purchasing Cooperative members to comply with the new federal EDGAR requirement when federal funds are being utilized. The 4BT OpenJOC™ UPB shall be used for the area in which work is being performed.
Four BT, LLC (4BT) provides the required tools in association with the JOC Program, including the locally researched 4BT OpenJOC(TM) Job Order Contracting Unit Price Book, cloud-based JOC technology, and associated support services. Associated training is provided by The Job Order Contract Group, LLC (The JOC Group).
Unit Price Book (UPB)
The 4BT OpenJOC™ UPB shall be used for the zone in which work is being performed. Members and Vendors shall use the appropriate Texas zone in which the work is being performed. For areas outside the State of Texas, an appropriate 4BT OpenJOC™ UPB shall also be used for the area in which the work is to be performed. Please note that any UPB developed by 4BT and approved by Region 19/ASC will become a part of the contract.
