The Tri Services Unit Price Book (aka Cost Book) began in the late 1980s. It combined the resources of the Air Force, Navy and Army to jointly maintain and continue to develop a cost database for the broad range of construction projects the three services engaged in regularly.

The MCACES Micro-Computer Aided Cost Estimating System was first released in 1980s, the last release was version 6.0 in November, 1994. MCACES (aka Composer Gold) was an MS-DOS application to prepare cost estimates for military, civil works and environmental projects. It featured Tri Services UPB (Unit Price Book) which was resource loaded for labor, and equipment.  The ACOE published bulletins by region to localize the book somewhat. It supported cost estimating and output reports into a format required of vendors working with DoD at that time.

ACOE – Center for Public Works, Fort Belvoir VA (CPW) – In 1990 CPW established a Job Order Contract bureau to assist DoD facilities nationwide in establishing JOC vehicles.  CPW provided data (Tri-Services Unit Price Book) and software (MCACES), constructions specifications, contract templates, contract policies and procedures. In 1992 CPW reworked and renamed the Tri-Services Unit Price Book, naming it teh JOC National Unit Price Book .  The 1994 JOC National book removed many sections from the TriServices book and replaced the complex MCACES application for a simplistic, workflow driven application called (Proposal Development System) PDS, which was also MS-DOS based.

-The 1997 Tri-Services Cost Book was released and marked a significant update in both structure and format.

-The 1998 JOC National Unit Price Book borrowed many elements from the 1997 Tri Services book. As the structure changes were so significant, however, in the CPW opted to stop synchronizing the two books.

-1999 CPW was disbanded and its many operations moved to various Centers for Expertise in Huntsville Alabama ACOE HQ.

-The 2000 JOC National Unit Price Book was the last one book produced by the ACOE.

-The ACOE/Army notes that the commercial market for cost books and software had matured sufficiently to end the need for DOD centralized support for a JOC Unit Price Book.  Commercial price books referenced and/or available specifically for JOC included those from the R.S. Means Company, LLC, The Gordian Group, U.S. Cost, and Corvet Systems.

-In 2017 Four BT, LLC introduced the OpenJOC(TM) Unit Price Book Database, a locally researched unit price book created to serve the needs of real property owners, building users, and construction contractors.
